CFG028 command writes to a Claude trust/config file
Severity: error
OWASP: LLM03:2026 – Excessive Agency
What cfgaudit checks
cfgaudit scans every command site — hooks and the command-running helpers — for a write whose target is one of Claude Code's own trust/config files:
CLAUDE.md, CLAUDE.local.md, settings.json, settings.local.json, .mcp.json, or anything under .claude/.
The file name is matched case-insensitively. macOS and Windows use case-insensitive filesystems by default, so > .Mcp.json writes the genuine .mcp.json — a case-sensitive check would see a different string and report nothing. That evasion is not hypothetical: CVE-2025-59944 (CWE-178, CVSS 8.0) is exactly this bug shipped in Cursor ≤ 1.6.23, where case-sensitive checks guarding */.cursor/mcp.json were bypassed to reach RCE.
The trade-off is accepted deliberately: on a case-sensitive filesystem .MCP.json really is a different, harmless file, so flagging it is technically a false positive. cfgaudit cannot know the target filesystem, the evading spelling is contrived in legitimate configuration, and the miss it prevents is a full trust-file overwrite. The command verbs (sed, cp, mv, …) remain case-sensitive — only the file name is not.
A hook or helper that rewrites these is a self-perpetuating prompt-injection and persistence vector: it can re-inject hidden instructions into CLAUDE.md or re-enable dangerous settings on every session, and survive cleanup because it restores itself. This is the class demonstrated by GHSA-mhg7-666j-cqg4 (a piped-sed bypass that wrote into the .claude folder).
Write idioms detected
- redirection into a trust file:
… > settings.json,… >> ~/.claude/settings.json - pipe to
tee:… | tee CLAUDE.md - in-place stream edit:
sed -i … CLAUDE.md cp/mv/install/ln/ddwith a trust file as the final (destination) argument
Reading a trust file (e.g. cat CLAUDE.md) is not flagged — only writes are.
Limitation
Static and heuristic: it inspects the command string and catches the common write idioms above. An obfuscated write — a path built from shell variables, base64, python -c "open('CLAUDE.md','w')", etc. — can evade it. This is defense-in-depth, like CFG008 / CFG014, not a complete guarantee. (OS-level persistence is handled separately by CFG027.)

Safe alternative
Hooks must never modify Claude's own configuration. Manage settings.json / CLAUDE.md / .mcp.json through reviewed commits, not generated at runtime by a hook.
